I’m a former senior civil servant with over a decade of experience in the Department for Education, Department for Business, Innovation and Skills and Foreign and Commonwealth Office. I was the principal official responsible for the design of the Teaching Excellence and Student Outcomes Framework (TEF) and also worked extensively on a range of other topics in higher education, including the Higher Education and Research Act (2017), quality assurance and student choice. Since August 2018, I’ve been a Governor at Bath Spa University.
I’ve worked on a wide variety of roles in international trade, competition and consumer policy, including the establishment of the Groceries Code Adjudicator; the UK’s trade relationships with Africa, the Caribbean and the Pacific and, for two and a half years, worked as Director of UK Trade & Investment in the Philippines. In 2014 I was the winner of the Institute for Economic Affairs’ £100,000 ‘Brexit’ prize, awarded for the best policy blueprint for the UK should it leave the EU.
I’m a member of the Conservative Party and stood for election as a Borough Councillor in my local ward of Panshanger in the May 2019 local elections, where I increased the votes won by the Conservatives but lost to the Liberal Democrats by 197 votes.
I write, primarily on politics, policy making and higher education, for a number of organisations including HEPI, Conservative Home and Wonkhe, where I’m a contributing editor. I’m also a regular speaker at higher education conferences, where this is compatible with the duties of my day job.
